The German outfit believes that the 21-year-old attacking midfielder will be able to add creativity to its team, and it is confident that a deal will be sealed when the Blues return from its preseason tour of the United States.
"We have already had a number of meetings with club and player in the past few months and we're in advanced talks," Allofs was quoted as saying by Kicker.
"Things are looking good, but it's not a done deal yet. We hope to wrap up the transfer next week when Chelsea are back from their preseason trip in the USA."
De Bruyne joined Chelsea from Genk in January 2012, and was immediately shipped out on loan back to the Belgian giants until the end of the season. He told Goal.com last week that he'd be open to another loan if he is not guaranteed playing time with the Blues.
"For me, I say it's important to play," De Bruyne told Goal.com. "If it's not at Chelsea, I will go to another club to play."
