Balotelli was handed a three-match ban for his sending off at Arsenal, while midfielder Yaya Toure limped off with a knee injury at the Emirates and will be given a late fitness check.
Playmaker David Silva (knee) will face a fitness test, while forward Carlos Tevez is in contention to start after four successive appearances from the bench.
The Baggies will be without Chris Brunt and Liam Ridgewell when they travel to Manchester.
Midfielder Brunt and left-back Ridgewell have both been ruled out with knee problems, so Paul Scharner and Nicky Shorey will be in contention to start.
Winger Jerome Thomas (knee), midfielders Zoltan Gera and James Morrison (both knee) and right-back Steven Reid (foot) are all absent, while defender Gabriel Tamas has been given leave to attend the birth of his child in Romania.
