Mertesacker was ruled out for the rest of the Premier League season after undergoing ankle ligament surgery in February, putting his participation in this summer's international tournament in doubt.
However, the Arsenal defender has been making good progress in his recovery and Wenger would like to see him feature for his country in Poland and Ukraine.
"He is doing well. He is hopeful he will make the Euros and I hope he does," Wenger said on Arsenal's official website.
"He is doing all his work here and the next two weeks will be vital for him. He has started ball work and he looks quite good."
Walcott woe
Wenger has other fitness concerns for Saturday's game at Stoke, with Abou Diaby only likely to be fit enough for a place on the substitutes' bench and Theo Walcott sidelined for at least the next two games with a hamstring problem.
Tomas Rosicky has recovered from illness, though, and is in contention to start against the Potters.
Wenger said: "He is alright. He was sick last weekend. I think he pushed himself very hard to get on the pitch but he has recovered since and should be fit for the game.
"Theo is out for Saturday. He has a little chance to catch the last game but not the next two."
Speaking about Diaby, Wenger added: "He will not start. He was sick until yesterday and had a light session. He could be short again but he could be in the squad."
