The 19-year-old is set to be allowed out on loan by the Serie A leaders next season in order to get regular first team starts.
El Shaarawy impressed Gunners manager Arsene Wenger as a substitute in the Champions League last-16 tie between the teams after moving to San Siro for £10m in a co-ownership deal with Genoa last summer.
His agent, Roberto La Florio, confirmed interest from the north London club and said: "Arsenal have always admired him - even before he transferred to Milan, but the Rossoneri have already agreed to his ownership, and I do not know if they'll let him go."
Arsenal boss Wenger has already reportedly agreed a permanent £10.9m deal in principle for Cologne and Germany forward Lukas Podolski while Manchester City are tracking his Holland striker Robin van Persie, whose contract is up next summer.
