Italian champions Juventus have been frustrated in their attempts to bring in a new striker this summer after seeing moves for Robin van Persie, Berbatov and Fernando Llorente fall through.
Arsenal were willing to loan Bendtner as he is well down the pecking order in Arsene Wenger's plans at the Emirates.
Serie A's Old Lady have lured him with the promise of regular first-team action and Champions League football.
"Bendtner is not the big name player we'd hoped to sign, but we've decided to take a chance," said club president Giueseppe Marotta.
"He's potentially a great player in the making."
