The Lille playmaker, who has been linked with the likes of Arsenal, Chelsea and Manchester United in recent weeks, has revealed he will move to the Premier League this summer.
Hazard has been linked with most of Europe's top clubs, with Liverpool and Tottenham also thought to be keen, along with Barcelona, Paris Saint-Germain, Real Madrid and several Serie A sides.
And City boss Roberto Mancini appears to have confirmed his interest in the 21-year-old, who is fast becoming one of the most sought-after players in Europe.
Mancini was quoted by Le 10 Sport as saying: "Hazard has an enormous level of talent and is able to play at the maximum level.
"But we know there is interest from the big European clubs and any deal will not be easy."
Hazard, who was thought to be keen on a move to Real Madrid, recently hinted that he was open to a move to PSG following the recent appointment of Carlo Ancelotti.
But speaking to Canal Plus last week, the Belgium international confirmed that he is looking to move to the Premiership at the end of the season.
"It's impossible for me to leave in January," he admitted before the winter transfer window closed.
"I will finish the season at Lille, [as] we can still win a title."
And of his plans for the summer, he revealed: "I'll head to England because I think the style of football fits me and it's where I can learn the most.
"Paris Saint-Germain is tempting with the squad they have now. But I'd rather go abroad because I've already played more than 100 games in the French league and I want to know something else."
Lille are thought to value the midfielder at around £30million.
